XP Reboots at login... why??

Specs: Windows XP
Hi there!
My name is Lior and i have a serious problem with my computer..
Everytime that i turn it on it get to windows loading screen and than reboots (by saying windows loading screen i mean this:......


i dont know what to do.. i tried to:
moving the ram to another slot
cleaning all the dust
and i also tried to boot it but for some reason it doesnt let me..

what should i do?

i have windows xp
and my mother board is MSI N1996

Try System Restore, I have had good results using this way or in Safe Mode, different to Last Known Good Configuration in Safe Mode.
System Restore is accessed the following way:
1. It's a good practice to shut down all other applications before using System Restore, as it requires a full-system reboot to complete the installation. Connecting to the internet is not required, however. So shut all applications. Then click "Start."
2. Start > All Programs > Accessories > System Tools > System Restore. Then the program will load.
If System Restore doesn't work in Normal Mode, it might work in Safe Mode.
Toggle F8 or Press Ctrl ( depends on your comp ) during bootup ( just before, verifying DMI pool, message comes on )
Select Safe Mode.

I cant access windows not even in safe mode or all other options..
when it gets to windows's loading page the computer reboots itself...

Toggling F8 is before the Windows screen.

I just noticed a link is dead, googled for a new one, here it shows you when to select NO, which then gives you System Restore.
