XP and Windows 7 USB drive problem

Specs: Windows XP Pro SP3, 2gb
I recently installed Win 7 on a new drive along with XP Pro SP3 which is on another drive. I've had XP installed for a long time without USB issues. After I install Win 7, most of my USB drives say they need to be formatted (both in XP and Win 7). The USB devices work in any other PC and they worked in XP before I installed Win 7.

The XP and Win 7 installations both work fine aside from the USB issue. And Win 7 was installed after XP to note.

What is the status of the USB drives in Disk Management?

Well my USB stick started working for no reason I can tell. My external USB hard drive shows up in Disk Management as a drive showing the size and health (Healthy). But there is no NTFS beside it why it's saying it needs to be formated. I've tried the drive in different USB ports on my PC and still nothing.

Well, I took the drive out of the enclosure and put it in another PC where it worked. Then I put it back in the enclosure and plugged it in to my PC and it worked. Why it worked, I don't know.
