Specs: Windows XP
I am unable to delete unwanted files.
when I delete a file windows replaces it with a copy of the same file.

Are the files that are being recreated showing up in the same folder? Possibly marked "copy of xxx".

How about giving us a couple of examples? Could be you're deleting files that aren't supposed to be deleted.

Are you using a marco (key sequence) to delete the files? Windows may be interpreting it as a copy command.

Please list, or at least describe, these so-called "unwanted files". They could range from nasty malware, to essential system files, so... unless we know more about these "unwanted files", we could be offering lousy advice.
