Specs: Windows XP
windows root system 32 is missing or corrupt. I don't have a back up or recovery disc. I can't even get into my system setup

You do not have to reformat. You need to do a repair of the operating system. do you have the windows disk? What is the make and model of the computer please?

Does it have the XP sticker with the 25 digit key on it anywhere, when doing a repair you will need that key.
