Windows Icons Not Responding

Specs: Windows XP Professional w/ Service Pack 3, 4gig
After rebooting my computer this morning I am now faced with the following - the computer boots fine however:
1) none of the icons react to the mouse neither the right or left button
2) Control, alt, delete does not work - nothing happens
3) nothing in the start menu works either - not even the Run command
I've rebooted numerous times and get the same result.
Anybody?

Could they be disabled in the machines' BIOS?
