Start Windows in “Safe mode with Command Prompt” (F8 on startup)
At the command prompt, copy & paste > chkdsk.exe /f and press Enter.
If Chkdsk wants to schedule a check at the next boot, say Yes.
Copy & Paste > shutdown –r – 01 then press Enter to restart Windows.
Chkdsk should run on restart.

You say "have to disconnect all power, then power up again maybe 2 to 3 more times. then finally windows starts up."

It might be that you have too many items on your powerboard or you got other attachments draining power from the laptop like, phone, external drive, usb device.

Your battery may be too old as it only has about 1000 recharges. Take out the battery, plug the laptop in to mains power then start the laptop. This worked for me for an old Toshiba laptop.
