Specs: Windows XP
Window jumps (usually upwards) when I click on any clickable link or 'submit' button, etc. I then have to click it again for it to work....usually comes good on 2nd attempt.

Go to the Control Panel - User Account - Create another Account
with Administrator Prevliges just to see if this stops the jumping
when you click. If it still jumps than you may have to save your files
to a CD and reinstall windows xp.
If you should reinstall, First run a virus check and malewarebyte.
If this jumping has just started you can try System Restore to an earlier date.

Malewarebyte - http://www.malwarebytes.org/mbam.php

Somewhere on your computer should be - System Recovery -
This puts your computer back to like it came from the manufacturer.

Two more things you can run.
Windows XP
1. Error Checking- CD not needed
Start - my computer - right click local disk (C) - properties - Tools Tab -
Error checking section - Check now - check mark both boxes - Start -
This requires a restart to begin.

2. Start - Run - type - sfc /scannow - OK
Don't forget the space between c and /
You will need the Recovery CD if any thing is found wrong.
Don't insert unless asked for.
