Specs: Windows XP
Until today when I used F11 IE would hide my toolbars and my taskbar, now it only hides my taskbar even though I don't have my toolbars locked.

It's got nothing to do with whether the toolbars are locked or not

The toolbars that are enabled will appear after you press F11 if the cursor is close to the top of the screen.

I know that but my cursor is not near the toolbar and it won't hide.

Move your cursor to the bottom of the screen. If your taskbar appears, you have the taskbar set to hide itself and you're not in fullscreen mode - you need to press F11 again to toggle fullscreen mode on.

I don't press F11 to use fullscreen mode much - I want to see the toolbars and taskbar most of the time.
By the way, that mode is not exclusive to IE 8 - IE 7 and IE 6 have it too, though you need to select Auto Hide in IE 6 as well to hide the toolbars.

Apparently, you can't always put your IE screen into fullscreen mode.
Search the web using something such as: full screen mode won't work in IE
to find "hits" that tell you under which circumstances it works or doesn't work.
