How hard did you search? >> https://softlay.net/operating-syste...

BTW, your Dell product key probably won't work.

Which browser are you using? I'm using Firefox. When I click the Download button, another window opens but the download won't begin until I click Allow at the top of the page. A smaller Windows then pops up asking what to do with the file.

The file name is windows_xp_professional_sp3_Nov_2103_Incl_SATA_Drivers.iso (618MB)

"I've tried firefox an'd chrome"

OK, using which OS? If you're using XP, you're using outdated browsers. I just tried that same link on a different computer running Win7 & Firefox 62.02...no problem. I also tried IE11...again, no problem.

"am i doing something wrong?"
Are you booting into the bios & changing the boot order to boot from whatever media you have the install on?

Did you right click on the ISO & click on burn.
That then makes the ISO on the DVD bootable.

"it only lists cd-rw and not the dvd"
Try it.
Also try F12 during boot.

Put the ISO on a thumb drive using Rufus.

Rufus
http://www.softpedia.com/get/System...
http://www.freewarefiles.com/Rufus_...
http://www.freewarefiles.com/screen...
http://rufus.akeo.ie/
UEFI
Select the GPT partition scheme for UEFI computers.

You realize the ISO has to be burned using special software, correct? Don't just copy the ISO to a disc, it has to be unpacked. Try using CDBurnerXP: https://cdburnerxp.se/en/home

Also, XP will fit on a CD. There's no need to "waste" a DVD. You also need an ISO with the SATA drivers slipstreamed into it. The ISO download I posted has them; notice the file name in response #3. I'm not sure about the ISO at the site posted by Johnw. It's important because the XP didn't support SATA (SATA went mainstream after XP was released) so drivers are required for SATA HDDs to be recognized.
