When my account starts loading it would only appear the Desk

Hi... Can someone help me...
I have a TOSHIBA DynaBook SS 2000 DS80P/2....when my account starts loading it would only appear the Desktop Wallpaper and Cursor and Nothing else....... Does this mean I should Format it? or are there any SOLUTIONS?

If to Format it, I don't know how anymore since it does not have internal CD/DVD-Rom and I am only using External CD/DVD-Rom but it cannot be detected. I can't also format using USB Flash Drive or Floppy.

Make sure it's nothing simple like the icons being hidden. Right-click the desktop, click > Arrange icons by.....>> Show desktop icons.

Well actually, This is my Detailed problem:

I have a TOSHIBA DynaBook SS 2000 DS80P/2. Its running Windows XP Professional SP3 OS. I have lately installed a Windows 8 preview pack which replaced few system files to have a Windows 8 effect/look. but after restarting, it won't load my user account any further just the wallpaper and cursor and even hitting keys won't do anything.I tried adding a new account using SAFE MODE W/ COMMAND PROMPT...by command prompt, but the new account i have made still won't load further.

I have encountered this problem already but that was in a Tower PC, and I just reformatted the PC since it has a Built-in DVD-Rom of course....... But this time, My TOSHIBA DynaBook---which is by the way an old model of Toshiba laptops in 2001/2002---crashed and it doesn't have a built-in DVD-Rom, and I also don't have a an external DVD-Rom to use. this model also don't support USB flash drive formatting I gues..And I don't even know what to do. .. =(
