Specs: Windows XP Pro1-2CPU, 80
Sometimes the Dell logo appears briefly and then I get the blank screen with the flashing cursor in the top left corner of the monitor. When I turn the computer off to start over, I don't
have to hold the button in for 8 seconds. System shuts down immediately.

Rick Adcock, sounds to me (SWAG?) like you need to designate a home page. There're several ways to do that, but whichever you choose, the home page is designated in IE.
BTW, there's an option (selected on yours?) to use a blank for the home page. If there's a particular website you visit each time, make it your home page and it'll automatically come up (news, TV schedule, etc.).

I believe the OP (original poster) is referring to the Dell manufacturer screen during system boot.

How long do you wait at the blank screen w/ flashing cursor before you decide to hold the power button and try again?
