See this, particularly the fix near the bottom:

gpedit was also mentioned in that link but be aware it is not available if you are using XP Home - see here for info:

Against the possibility of it being due to malware run this on it:
(green Download button top right - not anything else on the page)
Install and Run the program but before doing its Scan go to "Settings > Detection and Protection" and put a checkmark in "Scan for rootkits". Quarantine anything it finds.

Please copy/paste the log on here if it finds anything.

Always pop back and let us know the outcome - thanks

why can't you go through this steps for system restore..
To use System Restore to restore Windows XP to a previous state, follow these steps:
Log on to Windows as an administrator.
Click Start, point to All Programs, point to Accessories, point to System Tools, and then click System Restore.

Incidentally... just to clarify... you are trying to restore your computer to an earlier date/time, and NOT a factory restore/reset?

iI ask as frequently the two are mixed up in people's understanding of the two, and their differences.

The latter (factory restore/reset - often incorrectly called a system restore too...) will erase all your personal files in the process; whereas he system restore proper (uses the system restore, invoked as per #2 above) doesn't.

Which are you trying to do?
