Did you install the drivers for the mouse?

If so did you install the drivers BEFORE inserting the USB into the PC?

Go to control panel, go to device manager and check if there are any yellow exclamation marks or question marks, these will indicate a problem, check if any of them are related to USB or Logitech. If so then you can either right click and select "Reinstall driver" or reinstall the driver from the disc you have, or download the latest driver from Logitechs website.

NOTE: Looking at the website it seems that Windows XP is not supported
