Virus disabled safe mode

Specs: Windows XP
I seem to have a virus that has disabled my virus scanners and seemingly random other applications. I double click the icons and nothing comes up, even after waiting nearly a day. The application shows up on task manager sometimes but the GUI never shows up.
I have avast and I think the virus might be in the WINDOWS folder so I right clicked the folder and did the scan option for avast although at 30% or so it just froze. I deleted a file called ffxvx.exe earlier and that seemed to help things a little although there are still problems.
The main problem is that when I try to go into safe mode, the computer reboots before safe mode is done loading. I'll select safe mode, with or without networking makes no difference, and it will start to load the drivers but then quit half way through and start booting again at the beginning.
It seems like I may have multiple viruses although any help for any one of them is greatly appreciated.

Time for a clean install from known OEM disks and use best practices to avoid this in the future.

"Best Practices", Event viewer, host file, perfmon, antivirus, anti-spyware, Live CD's, backups, Make an autorun.inf folder on all usb drives.
