very long start up

Specs: Windows XP
I have a windows xp sp3, compaq presario, 2 days ago i was hooking up my lamp into a power surge protector, and i heard it sizzle, so i turned off the power surge protector, that made the computer,etc turn off, and when i got to turning on the computer i would have the black screen for 3-10 minutes, then the blue welcome screen froze there. then i decided to ctrl alt delete and it brought up the desktop, now everytime I restart thats how i bring up the desktop, also computer freezes for 2-6 minutes. how can i stop this? I am on dial up but ever since this happened its realllllllly slow. Thanks in advance,

One thing I always try for weird problems, is booting up in safe mode. Safe mode 'seems' to do much more thorough housekeeping and error checking then a normal boot. I've found that it will sometimes fix problems.

backup your important data
go to a cmd prompt and type chkdsk /f
answer yes to the question and then reboot the pc for it to run.
This is to check for disk corruption.
