I'm guessing that there was a Dell partition present (with their Utilities and maybe a restore feature) before your activity, which is no longer there, If so, it is no big deal if you have an XP CD and the drivers to enable a restore at sometime.

See what others think tho.

missing a utility partition has nothing to do with how the OS is operating.

Normally the utility partition is hidden and can't be seen from the OS. To determine if you have a utility partition compare the size of the drive as seen in the bios to the OS reported size. if both are 18gig you have no utility partition.

No utility partition ONLY effects system recovery and bios logging.

This is NOT related to your browsing issues.

In my computer management it shows DELLRESTORE 9.36GB FAT32 and a UTILITY 55MB FAT16. But I am not able to access them. When I tap the fn key and the power button it runs thru a preboot test then has a message no utility partition but it is there.

Re #6. Not sure I've got your drift with that post but MalwareBytes freebie is quite good at finding & fixing some infections (if suspected).
