Specs: Windows XP SP 3 media center edition
I sometimes shut down services such as search indexer, a screen capture utility, and various other things when completing certain tasks.
If I do this for one user, will they still run for another user or are they shut down for everyone?

Depends on what you mean by "shut down." Do you mean you just end the process?

No, I actually stop the service and set it to manual in services.

Service configuration is global, that means it applies to all users. If you stop a service or change it any way it will be the same for all users and accounts. This is by design and cannot be changed.

Be very careful when shutting down services. Even experts have got themselves into trouble by stopping or disabling a service they thought they didn't need.
