Specs: Windows XP
have a used computer, I want to reload operating system (windows xp or 7) and other software to start from scratch. However I do not have access to the admin password loaded on the computer? How can I override or "wipe" clean to start new?

You don't need the password. You just boot with the installation CD but make sure that the drivers are available.

Of course this may be referring to a power-on password on a laptop in which case the OP needs to contact the manufacturer and prove ownership. Or it may be a Hard drive password. Same deal. In any event one has to ask the question, Why is someone in possession of a "used" computer without being given the necessary password from the previous owner? OP is welcome to provide more details about the system, it's history and exactly which kind of password they are dealing with.

I think I've only seen one BIOS password ever. I doubt he's talking about that, in which case, my answer is all that he needs.
