USB problem update

Specs: Windows XP w/sp3

Thank you for your help but I have additional information. I disabled the USB port then re enabled it, it didn’t work. I then via devise manager I uninstalled all 4 or 5 then reinstalled. A window at the bottom of the screen read “A USB device exceeded the power limits of its hub port" does this confirm it shorted out. Also if I plug in a jump drive it doesn't work but the light comes on it. Is there a way to fix this myself?
