What is the current home page? What version of IE are you using?

Speak to the administrator he/she/they may have disable it to prevent it from being changed. Also some security or malware scanning software can have settings for disabling a change. Spybot Search & Destroy is one example that has a setting within it that can prevent changing the homepage within IE options settings. With in spybot , settings button, IE tweaks, uncheck Lock IE start page setting against user changes [current user] would now allow you to change the homepage setting of IE. Spywareblaster has a setting within it that does the samething. I have both installed on my system. Like Khan posted scan for malware. They too can disable it.

chitrathiagarajan, Here's another possible solution. Go to the link below, click on "Win XP Fixes" (left side), click on "Remove Home Page Setting Restriction" (right column) then download and run the "xp_fixhomepage.vbs" file. Instructions are on the page.

I have one more issue. After the system starts up,the IE homepage is set to one unsafe site ,www.forexarti.com. After running the xp_fixhomepage java script I get my control back to change the home page settings. I checked the registry. The startpage value is at the time of startup always to the www.forexarti.com.
In fact I had 2 issues. ie
1.Unable to set the home page --> resolved by running the xp_fixhomepage java script
2.Startpage value always set at the time of startup to www.forexarti.com --> How do I fix it?
I tried setting the key value to www.google.com.It changes to www.forexarti.com at every time system is started/rebooted
Can I have some solution please?
Also how do I include the javascript to execute automatically at the system startup?
