The boot ini is in C: if that is you boot disk.
Below is a copy from one of my computers.
You can edit it with notepad.
If you delete your boot.ini or screw it up your machine will not boot up.

We don't normally advise on passwords because we have no means of proving ownership. However, you could access boot.ini and edit it (as per previous post) using a Live Linux CD text editor, without involving Windows or its passwords.
