Specs: Windows XP
MY DRIVE C IS FULL BECAUSE OF TMP FILE, HALF OF MY DRIVE C IS USED OF TMP FILE. IS SAFE TO DELETE IT? THE LOCATION OF MY TMP FILE TO DELETE IS C:\Documents and Settings\User\Local Settings\Temp

That is not one file but a folder with probably thousands of files in it.

I suggest you download and run Ccleaner slim using the default settings the program sets up. It should remove those temp files and much more. To be safe let Ccleaner save a file before removing stuff. I have never had an issue in years of using Ccleaner. Get Ccleaner Slim at the link below.

or use the built into windows tool disk cleanup

Accessories/system tools/disk cleanup
you should run defrag after running disk cleanup

I don't think the built-in cleaner removes the index.dat files. That folder can get quite large itself.
