Task Manager has been disabled

Specs: Windows XP
HOW CAN I FIX THE XXX ERROR?

WHY DID'NT OPEN THE CONTROL PANEL OF MY COMPUTER?
AND WHY DID'NT WORK THE CTRL+ALT+DEL BUTTON AND THE CTRL+SHIFT+ESC?

IF I PRESS THE CTRL+SHIFT+ESC THE POP UP APPERS LIKE THIS
FILE MANAGER:

Task Manager has been disabled by your administrator

Please Help Thanks

Fix your Caps Lock key while you're at it.

If the admin has disabled Task Manager, he/she obviously doesn't want you messing with it. If it's your own personal computer & YOU are the admin, your system is most likely infected & the virus/malware infection has disabled Task Manager to prevent you from killing it's process.
