If you know idle is 0 then what is using the rest?

Why did it take me over a year to phone in a problem to ATT?

Hello, I've been having the same problem for along time. I found this advice on line,

Click start/run, type msconfig and click ok. Go to the services tab. Uncheck
the line that loads Windows Image Acquisition. Click apply/ok and reboot.
Does this help?

I've tried this a couple of hours ago, its early, but It seems to have improved my machine, cpu seem more stable. Hope it works for you.
