system32.config and cannot find hard drive

Ok, So earlier, I had a problem with my computer. I went to reset it and I found the message saying system32.config is missing or corrupted. Now, I sprang to go find an XP cd and found one. However, when I went to go repair or reinstall it, I was given a message saying it cannot find hard disk drive. I ran diagnostics, I ran the hardware test tool, but nothing. So I tried to see what the BIOS said and it is reading the hard drive like its there. I am posting on a spare PC. I can't access windows obviously so any help on how to fix or even reformat would be great.

Update: I was able to hit the command prompt but it didn't take the commands

Use this XP disk you found and boot into the recovery console. You will be prompted for the Admin password but in most cases this will be blank. Just hit enter. When at the C:\ prompt type fixmbr and then fixboot. This may allow you to see the hard drive on the system. If this works for you be advised that you will need a new hard drive soon. Type exit to leave the recovery console and reboot.
