system restore

Specs: Windows XP, amd sempron3400+1.80Ghz/1gig
I am trying to turn on system restore on a computer but after trying a few times i have a message

System restore has been turned off
Do want to turn on system restore now?

I clicked yes and it took me to a dialogue box that shows
System Restore

a little further down there is a checked box that says Turn off System Restore (disabled by Group Policy)
NB I cannot uncheck this box - it is grayed out

a little further down is the disk space usage set at 12%

then at the end is

(C:) Turned Off

there is nothing i can change here

so i tried compmgmt.msc in run box and then selected system restore service and tried to start it from there (status here shows nothing)

i got this message

The system Restore Service service on Local Computer started and then stopped. Some services stop automatically if they have no work to do, for example. the Performance Logs and Alerts services

Try Start > Run > services.msc > ok

Locate System Restore, double click on it and change the startup to "Automatic" then Start it

Close Services window, and try again

go to Start > Run > GPEDIT.msc > ok

Computer configuration > Administrative Templates > System >
System Restore and "Turn off System Restore" and "Turn of
Configuration" should be set to "Not Configured".

Give that a try...

Both the settings are what response 1 and response 2 have recommended, so i did not have to make any changes.

Anyways tried SR again and same message as well as everything are just how they were.

It is a home PC.
Some more info:

when I use the run box and tried compmgmt.msc
SR is set at automatic but not started, I cant start it as the message comes up everytime

Try it in Safe Mode, Log in as Administrator. It Appears you've disabled it for other users. Just hit enter of no Password has been set fo the Admin Account.

There is nothing to learn from someone who already agrees with you.

tried safe mode
now i am stuck just after the windows sliding bar with a message saying

A problem has been detected and windows has been shut down to prevent further damage to your computer.

if this is the first time you have seen ........

I can't go further

anyway everyone
i just did a clean install since the pc had little info on it and it seems to be working ok for now
