When I start XP, it keeps rebooting. I tried Safe and all other options. I tried booting from XP CD but it only lets me install and repair does nothing. I am lost.

Test system maybe with ultimate boot cd or other diags. Look at bios settings for temps. Might be that temps go too high. Test power supply maybe.

I'd run a live cd to see if it is stable.

Why did it take me over a year to phone in a problem to ATT?

Try in the Bios, disabling WOL (Wake on Lan)

http://en.wikipedia.org/wiki/BIOS
Most modern ATX motherboards should have a 3-pin Wake-on-LAN connector near the PCI slots and should included BIOS support for Wake-on-LAN power up. If you have an Award BIOS check the Power Management Setup for this option.
