Stuck on Intel page upon startup

Specs: Windows XP
I tried to reboot my PC because my outlook kept freezing up. When I started back up, it won't go past the Intel Desktop Board. It won't let me do anything. I did notice, before I rebooted, that there was a small green square ICON on my toolbar that I'd not seen before. It said the CPU is at 100%. Not sure if this has anything to do with it or not. What do I do?

ok, from what I can gather the reason why outlook was crashing was because the CPU was at 100%, and that little green square was the task manager (usually launched by pressing ctrl+alt+del) showing that it was at 100%

from what I can guess that intel desktop board screen is the BIOS. Have you tried pressing F1 - F12 or the delete key to see if you can get into the setup, if so is is displaying any errors?

finally, is the computer beeping at all, or does the power light or the keyboard lights flash in any unusual way? This could also be the computer trying to say that something is wrong.
