Streaming audio and video cuts out often.

Specs: Microsoft Windows XP Professional, 2.393 GHz / 2008 MB
So this is extremely frustrating, and i need some help badly.
I listen to my sirius radio online lots while i'm doing work, and it cuts out every few minutes on me. My internet connection is maintained, so everything seems fine, except for the sirius player. This happens with youtube videos as well, the red uploading bar stoppping arbitrarily at a certain point. Anyways, all i have to do is refresh the page, and sirius is back on track, but a few minutes later, once again the connection (through the video player, as i mentioned my overall net connection is not affected) will cut out, and it will say buffering.
I have cleaned out the index.dat files, my modem is fine, and i really would like to be able to experience streaming audio and video without it being fragmented, and ruining the whole experience. Please help!!

Do a PING YAHOO.COM -n 50 and see if you get any dropped packets. If you get more than 10% then call your ISP and have them test and they may be able to fix it.

Nope, 0% failure, zero dropped packets.
