Seems it can vary with Nero verion and your operating system.
Try this:
http://perrin3.com/tech/howto-remov...

After that, type services.msc in the Run box and hit Enter key. On the list, if MIndexingService is not already disabled, click its entry and set it to Disabled.

Always pop back and let us know the outcome - thanks

This is "Nero Scout" - a feature that nobody uses and it gets in your hair.
Your symptoms are a bit unusual but for starters do this:

Open "My Computer", right click on "Nero Scout", select "Options".
Uncheck the box "Enable Nero Scout" in order to disable Nero Scout.
Also uncheck the box "Show NeroDesktop Search“.

Restart the computer and see if that fixes it. Shout back if it is obstinate
because there are a couple of other things you can do to kill it off.

Always pop back and let us know the outcome - thanks
