The HDD of my PC is of 250GB.But the C drive is only 15 GB.I wish to repartition it as

First we will need more information.
Was this the original hard drive? Was the original OS Windows XP? Was the original idea to put windows on it's own partition, or was this an image from an original hard drive that was put on a newer one? What is on the rest of the hard drive: Are there other partitions, or is it blank space? Are there programs and/or files on the other partition(s)? What computer? Probably more questions, depending upon these answers.

Windows doesn't provide you the way to do further repartition on the drive once the partition are created but if still you want to you will get the utility in Linux. For this you need to first de-fragment the PC so that the data is not scattered here and there, and most important thing please back up your data in any external hard drive if in case some thing goes wrong, If the data lost in the process stellar phoenix can really help the cause.Then put the Linux boot CD in make the system first boot option to CD and let the system boot from the Linux CD It will then ask you to partition the hard drive and the purpose id solved
