You probably have malware (most malware these days is NOT a virus).

Try installing and running Malwarebytes.

See response 1:

Note that sometimes you can only install Malwarebytes in Safe mode - in that case, loading Safe mode with networking is required in order for it to be able to update itself.

Ignore the part about loading your latest System Restore restore point unless you did what the guy in that Topic said he did in the first post - loaded a previous restore point.

DO NOT turn off System Restore BEFORE you have gotten rid of your problem(s).

See the last part of response 3:

starting at "By the way, ..."

"I'm not being successful at starting my computer in safe mode."

Press F8 repeatedly while booting - don't hold down the key - when the (Windows) loading choices menu appears, choose Safe mode, or Safe mode with networking if you want access to the internet.

Some computers have another use for F8 while booting - e.g. pressing it may pop up a screen where you choose which device to boot the computer from.
If you see something like that, read what it says on the screen about which key you press to exit the screen, e.g. Esc - press that key, then immediatelty repeatedly press F8, and you will see the (Windows) loading choices menu.

If you are multi-booting two or more operating systems, after you choose the operating system (assuming it's a Windows version), immediately press F8 repeatedly.
