Problem with ATI display driver

Specs: Windows XPPro SP3
I have a ThinkPad T400 with ATI Mobility RADEON HD 3650 (I believe). I recently had to restore my computer to factory settings, and once it was done restoring XP, I also installed the W7 beta onto a second partition. Now, it seems every time I load up XP (and possibly W7 too) I get this error message:

"No ATI graphics driver is installed, or the ATI driver is not functioning properly. Please install the ATI driver appropriate for your ATI hardware."

Windows also recognizes new hardware (Video Controller (VGA Compatible)) but always fails to find drivers for it.

I've gone to and downloaded the driver for my laptop model, but when I try to run setup, I get the message:

"Setup did not find a driver compatible with your current hardware or operating system. Setup will now exit."

So I essentially have to keep restoring to just after I re-installed to factory settings in order to get the drivers working, but then any time I restart, it goes back to having these error messages.

Any ideas?
