problem re-installing windows xp pro

Specs: Windows XP, 2gb
i am trying a complete re-install of xp pro on my optiplex gx280. Machine setup to boot from cd (boots a linux disc). However tells me to hit return and then restarts windows and gives setup screen if installing/repairing from windows, copy'sfiles , but of course wont let u reinstall etc onto existing c:partition as data files are there. normally when booting from cd allows u to reformat c: etc and do a complete reinstall. Process works on my laptop so boot disc is ok. Can anyone suggest when my dell isnt booting correctly from the disc.

two other points, when starting up pc says there is a keyboard error (usb device) but works fine
also when i try and use existing system tells me i have 2 systems available, xp pro and xp pro setup, how do i remove the xp pro setup garbage

not really, i want a clean install, all data lost. The present system, my daughters has 3000+ registry errors. add/remove programs doesn'tfunction etc. My problem is that when i restart my machine it recognises the xp boot disc but then restarts windows and runs setup from the boot disc from within windows. No ability to remove all data , etc
