The desktop machine is part of a domain or workgroup?

When your trying to connect it are the LAN drivers correctly installed? and under device manager in control panel > system you dont see no '!' on the Lan driver?

Try another LAN card see what happens.

I guess the LAN card is the built on the motherboard?

If you fail to ping 127.0.0.1 loopback address, there is problem on network card, make sure the network card driver is installed correctly and works well, if not change to another network card and network cable and test again.

Change the network cable too, and ensure the network card driver is installed correctly with no problem. You can also try winsockfix if you suspect it's faulty winsock problem.
