After rereading your post I have questions. Is the printer connected to a computer or to a router? If connected to a computer then the printer may just be configured wrong.

Has the printer previously worked with the present connections?

The printer may be offline. Is it connected to LAN and AC power? Check your printer settings to see if it says the printer is offline. Sometimes all that is required is to right click and remove the offline statement.
