How do I prevent the use of System Configuration Utility (msconfig)
It's located in your Windows/System32 folder. The safest way to prevent it's use is to delete it.

computers than anyone else. msconfig is about the most
dangerous program they ever created.
You should not allow people to have administrator rights. A limited user (which ought to be you also always) can not use things like msconfig unless they use runas and have the admin password.
A limited user is also less likely to get virus and malware.

"msconfig is about the most dangerous program they ever created" It's not really a "Program" per se. And, it's not dangerous. Allowing regular users Admin access, which then allows them to change things in msconfig is the dangerous action. id10t
