PC won't boot up After mem upgrda

Dell / DIMENSION 2400

Specs: Microsoft Windows XP Home Edition, 2.193 GHz / 766 MB
I recently upgraded my PC's memory to 2GB. I installed the correct mem 2x1 GB PC3200. When I tried to boot up the PC, it hangs on the Dell screen. It does not go any further. I re-installed the old mem modules, and it booted up fine. What's going on? Do I have to flash the Bios?

Are the slots for the new Memory clean of any dust inside ????

Also Static electricity from your body can ruin the
sensitive electronic components in computers.

I don't think the slots have dust because the old mem work fine.

How can I tell whether or not the new mem runs at 2.5?
