mmmm Not a win-10 user but...

Power down fully and remove power cord (you wold also remove the battery too if a laptop system). Then restore power and try restarting in safe-mode; then (presuming that safe-mode is OK) see if it will reboot OK into normal mode?

Incidentally your post specs say iPhone 8... but you're discussing a desktop with win-10?

Step 1: How to use a Lazesoft Windows Recovery CD or USB device to fix the boot problems if your Windows operating system does not start correctly.
"It is very common for PC users to be faced with a Windows crash. When this happens, the dreaded 'Blue Screen of Death' pops up, or your PC has a black screen and can not boot or start up"

Happens often & it is in an XP forum, shows you how hard it is to work it all out, for a new poster.

We still can help, regardless.
