are you clean virus or malware before?
if you are, your control panel may contain invalid key.
control panel icon key is:
HKEY_CURRENT_USER \ Software \ Microsoft \ Windows \ CurrentVersion \ Explorer \ ControlPanel \ NameSpace

HKEY_LOCAL_MACHINE \ Software \ Microsoft \ Windows \ CurrentVersion \ Explorer \ ControlPanel \ NameSpace

you can search this place if it contains rundallexec, you can clean it

I think you are missing what everyone is saying. They are saying you have a virus. One that has disabled your anti-virus. They are suggesting you download a better anti-virus tool to remove it. I recommend you use Malwarebytes...
