Only my desktop background shows

Specs: Windows XP
As my computetr is booting, it says monitor is in power save mode. When it finishes booting the only thing on the screen is background picture (no start menu, or any desktop icons) How can I get the monitor out of safe mode with nothing to click on? ctrl,alt,delete wont show either, and I cannot start it in safe mode or use f2 or f3.

Is this a laptop or desktop system? Do you have an operating system install disk?
Can you boot up into bios setup or boot from the XP CD if you have one? Why will it not start in safemode? Can you get to the option screen by pressing F8 during startup?
