No signal means the video card isn't working. But if your computer is stuck in a restart loop, you have something else going on.

At what point in the boot does it restart?

Tell us the make and model of your brand name system, or if you have a generic desktop system, the make and model of the mboard.

If you have a Dell system...
Go here for how to find the Service tag "number":
http://support.dell.com/support/top...
Tell us what it is.

The model, sometimes the make, of a mboard in a generic desktop system is usually printed on the mboard's surface in obvious larger characters, often between the slots.

The No Signal message indicates the monitor is getting no video signal from the computer, but that does NOT necessarily indicate there is anything wrong with your video adapter - usually something else is wrong.
