No Run Menu

Specs: Windows XP
Actually I have two problems....I cant open the (run) option....when I click on it, it just makes a bleep sound.
Also I cant open the Network connections folder in control panel....
I just signed up with my local cable network....But I had no Ethernet connection...So I went out and bought one, (Netgear)....Did every possible thing I could think of, but being that I cant open the (stated) folder, I cant continue.
Also cant open the Netgear utilities program.....Im about too lose my last nerve on this, please help.....thanks

Must be a pretty old computer if it doesn't have a bulit-in ethernet port.

no...not really...the guy who had it before me removed it...guess it was useful too him..but I still need help--UGH!

Some require the download of a VBS, or Regedits file.
So, read at the top of that page--
"To use the Regedits" or "To use the VBS files"

Then go to line 57, then click item in right hand column.
