NO BROWSER Will Connect To Web

Specs: Win XP Pro 2002, 1.73ghz Pentium(m) /1.0gig
hi all, this has got me stumped.

i have a home network with the older DLink 624 wireless router, 1 desktop, 2 laptops.
until about a week ago everything was fine. the laptop with the problem, and the desktop that has NO problem, had the exact same windowsXP configuration installed.

currently the connection is fine on the desktop and 1 laptop.
however the problem laptop is my daughters
latitude D610 and so i don't really know what may have been done to it or when. i do know i have a personal issue with sp3 so i told her to NEVER install it, but of course she did, but i dont know when. anyway, i removed sp3 just now, with no result. prior to that, i make many separate attempts to find the problem, each followed with a reboot:

i cleared the internet cache;
re-installed the browsers;
stepped through services.msc to make sure nothing had been disabled that would cause this problem;
connected the laptop directly to the cable modem via ethernet cable;
tested the dell wireless 1370 wlan miniPCI Cartd Rev4.2 via the mfr card utility, it passes all tests and the utility "sees" the wireless network (windows "sees" it too.:
ensured everythign was set right on the router;

i did all these not necessarily in that order, but i did all of it. i am TOTALLY STUMPED. PLEASE can anyone help?? it seems clear to me that the issue is at the laptop itself, not the router, modem, etc. but what the heck can it be? Oh and i also tried disabling both the antivirus , and then the firewall, to no effect. the system is clean there is no detected virus or malware on it.

nah i did the winsock thing" off the cmd line, just forgot to list that i did that too
