needing instruction on reformating a hd

Specs: Windows xp 2003, 512
how do I reformat the hard drive from safe mode? otherwise it restarts windows withing minutes from start up! shut down and resatrarts! it no longer has a floopy disc drive but computer keeps asking me to place the recovery system disk owhich I don't have in the floopy disk? floopy drive has been removed!! system frezees at times making me restart comp. over and over.. i need to get the hard drive reformated/ wipe it clean please!!!
been up all night with this pc problem!! :(

You cannot format the drive containing Windows while it is running, not even in safe mode. Formatting the drive is normally done during the early stages of the OS install. Just boot from the CD and early in the install you will be given an opportunity to format the drive.

Formatting the hard drive will delete all data on that drive. Do you have an installation disk to install Windows again?

ok boot order is cdrom, and it starts with windows setu then a message after it has downloaded file says "THE FILE acpi.sys IS CORRUPTED PRESS ANY KEY TO CONTINUEI hit "enter" and it says " set up failed. press any key to restart computer.! and I can't get pass that step!!. Now what"???

Yes. I just can't get pass the step where it says during windows set up that a file cpia fil is corrupted and set has failed hit any key to restart your computer.. how do i get pass that corrupted file? I can't go online with this pc to do any updates needed. now what?
