I want to set a specific ip in every boot of windows xp.Is any command available?

Why do you want to do that? What do you hope to achieve?

The only IP address you have any control over is a private IP address that you either set yourself or obtain from a router via DHCP. As it is a private IP address changing it will achieve nothing.

The public IP address, the one that the rest of the world sees, you have no control over as that is allocated by your ISP.
