my windows xp computer is not starting up ive tryed pressing f8 on start up but this is not working

More details please. When you say not starting up - what actually happens? Do you have display on screen? Does windows start loading and hang/reboot? If windows doesn't start do you get any error messages (like operating system not found).

Pressing F8 for safe mode menu will only work if you do it before windows starts loading AND windows is still capable of starting loading.

Some history (ie, how did machine get to this state) would be useful too - people here are not mind readers!

right it goes to the black screen where it gives you a chosse to press start windows normally but its not letting me do that , the only thing its letting me do is go to the setup screen which is a blue screen .
but then it will freeze on the black screen .

xp doesn't normally go to a black screen to 'chosse to press start windows normally' unless there is more than one operating system entry.

what does this mean? Setup?

xp normally loads to the welcome screen where user names are displayed (or straight to the desktop if one user with no password).

Then it will freeze on black screen (after blue screen?) Different from earlier black screen.

So I still don't have a clue what's going on.

Is the keyboard working? 2 things - try pressing the key for the bios settings (usually F2 or Del - should tell you onscreen). if this doesn't work, keyboard is not working. If it does, then try F8 for safe mode menu. if this doesn't work, means windows isn't picking up the keyboard. Try another - if the one you've got is USB, try PS2 one if possible.

my xp window is not starting. when we switch on , machine start loading & than hang and not starting
