The volume control is part of windows xp and should have been installed already.
Are there any audio devices marked with exclamation mark or red x in the device manager?

Have you installed the drivers from the drivers cd, delivered with your laptop?

Make sure you have the proper sound drivers installed. If you've already done that & there's still no volume icon, go to Start > Control Panel (classic view) > Sound & Audio Devices & make sure the box is checked for "Place volume icon in taskbar". If it's ghosted out & can't be selected, you don't have the drivers installed.
