My PC starts loading then restarts

Specs: Windows XP Professional
When I press the power button the lights on the computer turn on as they should as the computer turns on (if it is important it does this very noisily like everything else the computer does). Then as usual the Windows XP loading screen comes up and it sits there loading for a minuite or so. Then a light blue screen comes up that says things like; checking file system on C: the type of the file system is FAT32 (and since most of you know alot about computers I'm sure you know what the rest of it says so I don't have 2 type out the whole thing)(FYI, it also says Volume serial number 232F-18DA). Then it checks the disk. Once the disk check is complete (FYI, the disk check takes a while like 5 minuites) the computer restarts and then the screen comes up asking if you want to start windows using one of the safe modes or just start windows normally. If I pick one of the safe modes then it works but you can only dop so much in safe mode. If I pick to start windows normally then it shows the Windows XP loading screen and then to the disk check and so on in this circle. It doesn't matter whether I skip the disk check or let it complete it, either way it does the same thing. If you need any more information on the computer such as make and model and things like that just ask. I'm just going to warn you now even though I know quite a bit about computers I don't know alot of the terms such as what some of the parts and things are called but I really need help with fixing this because I don't have the money to buy a new computer.

It sounds like you have a corrupt windows boot file you can replace these with the windows XP disk and run a repair, another method I sometime find fixes this is to just boot into safe mode then run msconfig and disable all unnecessary start up items.

To start in safe mode press F8 after your bios setting have shown and you will be given a number of options safe mode being at the top.

to run msconfig press the windows key and r and in the run box type msconfig, then select start up programs and disable all but essential.
