Proper setup of user accounts is to create an admin equal account and not use the administrator account. You leave that as a back door in case your working profile gets corrupted.
Second point is you should be using a limited account so when you become malware /virus infected those bad guys don't have full access to the system as they would with you working under an admin account.
As a user you should not be deleting files anywhere in the system. If you want to clean up temp files use disk cleanup off the accessories/system tools menu. This way you SAFELY delete files no longer needed.
